Goal Tracking Destination URL Not Working

Not sure if I'm in the right section but haven't had any luck on the official GA forum or other tech forums so hoping for some help here.

I have a basic 2-step > Destination URL funnel set up. I have had it running for a few weeks for a client and just realized that the funnel goal completions have not recorded a single successful event even though my client had received several real world completions for the funnel.

I've done basic troubleshooting like looking to see if the destination URL appears in the "all pages" report and it does, although not on the days that I can see real-world conversions happened oddly enough. Any idea why the URL was tracked properly the first days that I made the page, tested and then set up the funnel tracking but then stopped working in the interim? The really weird thing is that GA fired the pixel for me when I visited the page in incognito today so I can't figure out why it would only be tracking my visits/my clients test visits but nobody else's.

I set this goal up exactly as I did for a lead conversion funnel goal that tracks the first part of the funnel as a separate goal and that seems to be recording things fine. Is there any way that having the same URLs in different goals could be affecting things? I don't think so because I edited the lead goal to be the same parameters as the booking goal (shown in the attachments) and still didn't have any completions registered.
