HTML would be the logical first step but shouldn't you be shopping for service providers that know HTML to begin with?

How could someone code a Wordpress theme & not comprehend HTML?

    Are you shopping on Fiverr?

Lol no these are not fiverrs. Both providers have 5 star rating with $20,000+ sales on elance.

They have made a functioning site and its ok. The issue is that they are missing many of the small details from the PSD.

Tell the web/dev to setup a live demo (test sub-domain or whatever) site & you'll let them know when you're happy. If they don't deliver on their end, don't pay. You're the buyer, you hold the cards (money).

If you pay them money, you're saying that you're happy with the service. If you've already payed money you have nothing to complain about.

5 star ratings don't mean anything.

Ideally you would break down the job in the way you suggested. First get a developer to make the html pages.

I would create a small job(just one page). You could select two contractors to work on this "sample job". Let them know that there is another developer working on the job and that you will only be selecting one to work on the big job.

Once you have the html pages make a new job to get this made into the final WordPress theme.

Also you wrote that the small details are missing. You can't just leave it up to the developer. They will interpret the design in their own way and often try to cut corners. You need to set milestones and review their progress.

    Hello ...

Yes Developers can use both techniques either they can convert it into responsive html first and then make a wordpress theme from it and second is directly applying the design on any already made theme ...

The first step is a bit time taking and you will only have those features on front end and back end that are described in the PSD

While with the other way you can have much unwanted code and features but everytime choice is of client that which way he wanna go ... either you can PM me to have some other suggestion as well

    Hello,
If you’re not willing to perform the transfer manually, you can hire a programmer, or use an automated service. At cms2cms, they can provide you with that last option. Using the service, you’ll only have to give the link to your website, download Connection Bridge, choose the entities, and care about nothing else. Additionally, you can test the service and move up to ten content pages and their related entities for free, using Demo Migration.
    Regards,
    Julia

How can your developer do PSD to WP directly? Usually it's first PSD to HTML & then HTML to WP.

In your job requirement post that you want HTML5 & CSS3. Also mention that HTML needs to be validated. Your website should be optimized for speed & above the fold content should be optimized. If you can share what exactly you have written in job requirement then I may be able to edit it.

Rather than hiring a developer contact a professional design/development company with a good portfolio and don't pay straightaway. Call them talk to them discuss them about your project and then finalize the job, I believe that's the best possible way for you.

Personally I convert PSD to Wordpress using a combination of Photoshop and Artisteer which makes the wordpress template export from the html/css website I create on Artisteer. And normally I charge $199 for the service since like it's mentioned above it is a tedious process for those of us who take the time to do it right. But the end product you receive is a high quality wordpress native template that looks exactly like your PSD file and is also 100% mobile responsive out of the box.

So I would say PSD to wordpress can be achieved without having to pay 2 different developers and wait twice as long for your template.

Well to convert PSD to WordPress, the first thing required is to convert to HTML and then to WordPress, but sometimes some developers converts PSD files into WordPress directly. However, this process is not right. With the help of HTML site you can migrate to WordPress. Their is no need to follow any steps in it. Only one thing you can do is that you can hire a designer or developer who can convert the PSD to WordPress files in genuine, fast and practical manner.
