I want to know if there tools ( for nun programin people) can I use to build software to record invoice and recording project details just for personal use ?

    It sounds you need a simple software. I would go to "Freelancer" or some other Free-Lancing site, and hire a programmer to do it for me. It usually cost $10-$20.
