how can i allow authors submit articles to my WordPress site but can not submit external links in their articles on my site ?
is there any plugin for it or i should change some setting ?

    you have to set a javascript filter , JS will check if there external link that will remove automatically . as long as i know there isn't any plugin . you have to hire developer for custom develop .

    Does these authors need to register on your site first before submitting articles? Or anyone can just submit it? You might want to try WPForms and then install its Post Submissions Addon - https://wpforms.com/addons/post-submissions-addon/. It has some quite useful settings for you to set up. You can check that out if that will help you get what you want.
