Have I Been DOING This All Wrong?

I would like to know if I have really been stupid... Have I been going about this all wrong.......

For the past few days days I have been trying to create php and css pages from stratch... I have a rough idea of what I want the layout to look like... See here http://www.supreme-host.com/marketplace/marketplace.php

But I am wondering if it would be better for me, to design the actual layout of the web page in say photoshop or fireworks, then slice and dice it so that you can save it for a webpage...

Then convert the html if need be into a php page...

Am I correct??

    It looks fine how it is. It usually is easier to do the photoshop or fireworks way(whichever is your better), but the page as it is now looks pretty nice.
