For websites I would stick with PHP it's not going any where and has a huge community.

Perl is older than PHP, more powerful and can be used for scripting but is much more difficult than PHP.

Perl also comes with a plethora of ready-made plugin modules at cpan.org

PHP will be able to do whatever you need to create a dynamic website. It is easier to sell PHP-based software because you don't have to ask the user to download and install cpan modules for your application to work.

PHP code can be encrypted but you'll need the Zend framework (free) installed for that to work.

Python/Django is the way to go

However, if you want to sell the code then PHP is better since it has a wider install base (although a lot of PHP installs are still PHP4).

I'd suggest hosting the application though and charging a monthly fee. It is better for customers, and allows you to keep your programming environment the way you want to.

I would have to say PHP with MySQL as it is one of the most community supported languages and one of the easiest ones to learn from scratch.

In terms of ease of understanding, starting with PHP rather than PerL or Ruby is the way to go. It also it THE most used language on the Web today- powering more Web sites than any other, (although some would say it's tied with ASP, the Microsoft equivalent), along with MySQL and Apache server. Wordpress, Joomla, and Drupal, the top 3 CMS's in the world, are all PHP, so if you have any interest in using any of them, learn PHP. There's also tons of resources on the Web too, more than any other language.
