Wordpress coding plugin

Hi, I am looking for a solution as a wp
plugin to create design content in a page or post like it is done on this page: www.kamps.de.

The plugin shall have the functionalitiy:

1 main image (changeable)
Textarea (changeable)
Color (changeable)
popup (hovereffect) "button" as shown on the mentioned samplesite in circles or squares (text, popup, changed text and image, linkable, ability to set different numbers and position each one free on the site, if possible.

Does anyone know, if there is an existing tool or plugin to create this kind of contentpages?

If not and you are a wp coder and you say, that you can code this, how much would it be?

    It doesn't have to be a plug-in.

    You just need the JavaScript written required to make that possible.
    From that point it could be used anywhere.

    That site looks to be using MooTools library but it can be created in any.
