    Are you trying to browse a directory that has this functionality disabled?

    403 is a permission error. You don't have permissions for that directory or file.
    There is no beating it. You have to change the permission on it from the server side via FTP or Command Line.

      You don't have an access to that URL, but well its a fault of that site why you have seen that URL that is forbidden to access

        A little more specifics on your problem would be helpful... but I'm guessing the error is something like "403 directory listing denied" - common error if you're browsing a directory and there's no default document. For example, you're at yourdomain.com/foldername and within foldername there's no default file (such as index.html, index.php, default.asp....)
