    Have you considered posting this project on Scriptlance (dot) com, Guru (dot) com, elance (dot) com, etc.?

    This way you can review the programmer's feedback prior to hiring them, and utilize escrow, prior to paying them.

    Check out ODesk. Once you sign up, you can search and browse projects to see what the accepted bid was. I find ODesk gives you the most info on this front. Elance also has similar features, but I believe it is possible to hide the accepted bid amount.

    Use ODesk and Elance to get a sense of what others are paying. Keep in mind, though, that the lowest bids you see may not have quality people working on it. Going for the lowest possible bid often means you may have more quality issues.

      OMG, that is so true, I don't even know where to begin. Though it's possible to hire an A-class freelancer for way less than normal rates, often you'll actually get more for your money for $50+ per hour than for $15 per hour. Don't dump all your budget into someone who is learning on the job! You don't want to pay to do it all over again from scratch.
