Drupal or WP MU for multi franchise owners?

I need a CMS for franchise owners to use that has essentially the same functionality as the current release of WP (drag and drop menus, sidebar widgets, etc.) + All in One SEO Pack.
Also need security so website is difficult to hack and franchise owners can only access shared pages/media and their own but not other franchise owners pages/media.

Plus, this is to replace an existing site so need to be able to roll it out franchise owner by franchise owner without messing up those who haven't converted over to the new site yet.

Each franchise is in a subdirectory under the main.com site.

What do you recommend that will be secure and password protected, easy for non-technicals to use, able to roll out by subdirectory and not cost an arm and a leg.

    Based on your needs, I would recommend you to go for Wordpress. Drupal will be a tad difficult for non-techies to manage. Also WP has got a very easy admin panel for multi-sites.

    As far as security is concerned you can harden WP to any level. Even sites like Mashable runs on WP.

        As of WP3, there is no more WPMU. They call it multisite, but any wordpress install can be made multisite.

          Oh I didn't know that. So to make WP multisite do I just install it in each subdirectory?

          Is there a security plugin that would let a super admin see/update all sites and also keep individual admins from deleting common (across all sites) pages/media?

    Depends on if you want Blogs (WP) or a CMS (Drupal/Joomla) .. WP is not a CMS, it's blogging software that has been abused. Your asking for trouble if you make it the hammer you nail everything with.

      WP can be used as a CMS. It has outgrown itself beyond just a bloggin software.
      So to make WP multisite do I just install it in each subdirectory?
      Did you meant for different domains or in the same domain ?

      You don't need to install it in every sub-directory if it's in the same domain.

    I've heard WP isn't a secure as Drupal. Anyone know about that?

    I don't want the site hackable--or at least difficult to hack and I need at least 3 levels of permissions.
