help in changing permissions

PLease help me!!
I am using the WIN Server (Parallels Plesk ) I install the plugin as usually I do. On instruction I do the same with "temp" and "mm_conf.php " by giving them "FULL CONTROL MODE" permissions. But it gives the error "You do not have sufficient permissions to access this page."


Installation instructions are as (by plugin author)

Installation
1. Unzip the download file. It contains one folder called social-poster.
2. Upload the entire social-poster folder to your /wp-content/plugins/ folder.
Do not change the folder name. The plugin files must be located in a folder
named /social-poster/
3. CHMOD the /tmp/ folder to 777
4. CHMOD file mm_conf.php to 666 or 777
File is located in /wp-content/plugins/social-poster/

there is also .htacess file in folder

    Try to connect to the site with a FTP program like Filezilla and try to change the permissions there.
    Right-click the file/folder and choose 'File Permissions'
    In numeric value put 777 (in your case) and click OK

      Sorry but that works on *nix systems and not on Windows. He is using Windows server.

      You have to use the file manager in IIS to set the folder permissions.
