I'm sure there are a lot of royalty free images out there but most of the nice images are quite expensive.

There are some good photo sharing sites, royalty free. Always make sure the image comes from a genuine source, and is not simply a rip from another site (which could lead to serious and costly legal claims).

Free stock photo sites are "ok", but usually lack true professional quality. If you're serious, You need to visit - shutterstock.com, fotolia.com & istockphoto.com for quality royalty free images.

It really is quite easy to find good quality pictures for any project. Normally I just open up google and type in the picture I am interested in. Like free dog pictures. Everything can be found doing a simple search on google. Try that first and if you can't find anything free, then go paid. Sometimes pictures can be very, very expensive.
    That would be called theft.

Images fall under copyright protection just like everything else.

You probably wouldn't like it very much if I copied the link in your signature word for word.

You can search in the Google Images, just specify the size before searching for something. And make sure that you're allowed to use those images for re-producing purpose. And there are many other image hosting services like photo-bucket will allow us to buy the images for commercial/non-commercial usage.

I'm going to go outside the box here and suggest that you try to connect with some of the students or recent graduate photography majors of higher caliber art schools like SCAD, RISD, Ringling, etc. Many of them are struggling to build a presence, have very high level of skills and are used to working very hard for little financial payoff. You can probably work out an exchange of services with them, trading either building them a simple portfolio site or getting them a little online exposure for some free pictures. If you have a positive relationship with them, you can probably get repeat service at a better rate than they would charge others throughout their career for helping them get off the ground to begin with. I found this approach surprisingly easy to do if you can connect with some of them personally.

Just hire a designer. He/she knows how to get those vector images. Better still, he/she could draw it before you can find one that doesn't look shaggy

First of all you should try in Google photo stock.
Secondly you can try in webdesign(dot)org,it has a giant stock of photos.
    Another better site is shutterstock(dot)com.
