Building a payment transaction program?

Would I be able to hire someone to build a secure program that lets you purchase a product and send a site commission percentage to a bank account and the other percent to a member's bank account? If so what is usually the going rate for something like this? I don't want to use a service because they would take my profit.

    Direct to a bank account? No.

    At the very least you'll need to use an ACH service, but that will only cover some countries. If they allow you access at all.

    What I had the program deposits the percentages to paypal accounts. Is the possible and would I have to pay paypal anything if it's my own program? If not how would I receive money without being charged a fee?

    You need a payment processor, and a good developer. Some payment processors, like Paypal take 0.3cents + 0.3% of transaction. ACH can only be done with Payment GATEWAYS, like First Data. Merchant Gateways are more expensive that Paypal, AND SOME of them (most) will always keep a "buffer" of your money, to ensure against Chargebacks. One of our last clients had a 20,000$ buffer (because the sold about 200,000$ worth of "stuff".

    And, Yes, you can hire someone for this, but it is not going to be a "cheap" job. But, then again, you don't want to go cheap, because you're handling REAL money, of your own, and OTHERS. You need someone whose done it before, and who knows the ropes . You will need a merchant account, and someone who knows their API. It all depends on your exact scenario.

    If you're just using Paypal, then you can use MassPay, with your own custom web application. You still have to pay their 30 cents + 3% processing fee; but you don't have to pay for anything else, as far as i remember.
