How to Charge For Thread Posting

I am in the process of setting up a grphics forum where people would have to pay to start a thread. Something similar to the system here in the WSO section is what I am looking for hwere a user submits a thread and its only approved once they have made payment, but I do not necessarily have to approve the threads first, although I would prefer it if I could review them first its not essential.
I ahve been looking everywhere for a way to do this, but can't find anything. Does anyone know how it can be done and which forum script to use? Thanks
