I need an app made, who do I ask?

Hi, can someone tell me who I should look for if I want an app made? I mean what kind of programmer does this and if I want the app as a browser add-on aswell then will the same programmer do both.
Please forgive my lack of understanding but I've been looking for someone who can customize an ip tracker/checker so I can market it.
Any help would be very appreciated.

    If I were you I would look at the freelance website out there. Try to get the lowest bid on the project. https://apptank.com/ is one that is specificly for apps.

    For applications that will run on a server (server side) you would likely want a coder that is knowledgeable in a language such as PHP. For desktop or handheld apps you would require a programmer that programs in C/C++ or perhaps JAVA as an example.     You can post what you want, on a site like Freelancer, Guru or eLance and people can bid on the project. You choose who you want.

    I agree with some of the previous posts. You should outsource. There may be slight problems in communication, but the process will be much cheaper.

    I've never used this website personally, but it seems to be an authoritative website in this area: Freelancer. Can't post links because my post count is currently 1, but just type Freelancer into Google and it'll be the first result.

    One thing to remember in your agreement with whomever you chose....make sure you have a tight milestone delivery schedule and a completion date deadline. Even penalties for late delivery of app. I've learned the hard way.
