"turnkey" web site

Hey guys and gals, my name is chris and im a total newbie
i "purchased" a turnkey webiste, that i think serves my purpose fine, although i do not have to much control on some major stuff, is it realistic to give the site to a different programmer that would be able to "copy" some code and host for me and alolw me more control
