Help What programming jobs can we do without internet access

Hello fellow warriors/programmers!
Can i ask you for an expert advice
I've got a bunch a coders/programmers who'd like to start as a freelancers.
The issue is they won't have access to internet + communication with them is restricted.
Could you suggest some popular jobs/tasks i could advertise for them to take orders?
Also could you share some good places to promote them/look for orders?
I know oDesk,PPH,elance,vWorker...
Any other please?

EDITED to clarify a few things

I'm not a coder myself, but i need to find some jobs/tasks for the programmers, so what i'm trying to get from this thread is advice on what types of jobs can be done without internet connection, what types of jobs i should be looking for and where.
I do realize its going to be tricky... thats why i'm asking experts here.
Your help is much appreciated.

    thanks for your input guys
    we do have means for exchanging tasks and finished work, but they can't fully access internet, the time and accessible services are very limited,thats all i can tell.
    any suggestions on the actual jobs if possible please?

    They can always do web site building. If they install something like XAMPP, they can do wordpress development, or any type of PHP, Ruby on Rails, etc. coding locally. It will prevent them from being able to connect to any web services, like Twitter, but they could build pretty much anything else.

    For example, they could build premium wordpress themes that you could sell. As long as they could download wordpress once, they should be all set.

      I suppose they won't be able to code any scrapers, rank checkers, bots/scripts for social media, etc... or is there a way?

    They can always code them, they just can't test them, so it would be very difficult. It is highly unlikely they could write working code without testing. I am not an app developer so I don't know for sure, but I think that you can download the SDK for the app and then develop with it. I don't think they would need internet access for that unless the app interacted with other web sites.

    To they have servers? If yes, then can put what ever applications they are developing running on the server and use the local network to communicate with server.

    Sure, anyone with a computer can run their own server and test locally, so that in itself is not a problem. But there still needs to be live testing in the production location. Without an internet connection it wouldn't be possible to test the live servers.

    So what you're left with is desktop development, but only the kind that doesn't connect to the internet.

    I suppose very basic web development would be possible, since they could use a local server, but forget about anything that's very dynamic, as live testing won't be practical.

    They could also do HTML coding, since it doesn't require a server. Some companies outsource their HTML work so they can focus on more complex development.
