What's the best programming language for a HRM?

I have a client who needs a web based HRM. Am wondering is it possible with php or any other programming language?

    HRM? You mean like customer service ticket system or an employee management type of thing?

    Either of those you can find many free and paid solutions written in PHP, Perl, C++/C# that work on Linux and Windows based servers. Do a search in the SE's for that and you will find many options. I would stick to the first two pages of results though when you research them.

    If HRM means something other than the above at least for me you need to explain more what you are looking for.

    There is no best programming language for your project. If you don't have a language you feel you know well enough to build this project in, it's probably doomed; not by the language, but by you.

    Oh, and this isn't something you're going to whip up. If you're into agile development, you might have a chance.

    Otherwise, I suggest you take the advice of other replies and look at an existing open source project.
