How do I redirect urls?

How do I redirect urls? They are dynamic
I want to be able to redirect all urls starting with
http: //www.qpricing.com/p~p- and change it to
http: //www.search.qpricing.com/p~p-

Can this be done?
And should I 301 them as well?
Could this get done in google webmaster tools or would I have to add it to my webpage as well?

I could be reading this wrong in regards to what your looking to accomplish but why wouldn't you just add a redirect in cpanel / hosting control in general to wildcard that will redirect all traffic from www.site.com to www.innerpage.site.com

All the product pages start with p~p-

This is an asp.net site. Can this be done in web.config?

Maybe How automatically redirect a user to a different site? : The Official Microsoft ASP.NET Forums can help you work it out.

  Where would I put the code that is on this page to make it work on my site? My site has many pages. I only want to redirect the product pages not the category pages. Can that be achieved with the code on that page? plus my site is asp.net, wil that code work with that.
