Looking for a programmer to create plugin

Iam interested in having someone create a simple wordpress plugin, i was wondering how much that would run me.

    Here is a plugin I would like to see created:

    I want to be able to give somebody a link to my website. Probably something like

    mysite.com/12345

    2 pieces of information will be pulled from this link, a name (first and last) and a number. I am sure it will probably need to be pulled from a database entry that was created when the link was made.

    The 2 pieces of information will populate a sidebar widget with the information something like this:

    You were referred by:

    {First & Last Name}

    To visit their site please click:

    newsite.com/{number}

    There are several pages on my site and I want the widget to be populated on all of them.
