How can i change the background elements in HTML?

When I make a background in my webpage, it appears like an image that i set as my background. I want it like this page where there is some blue strip thingy with a white page bit in the middle. Can anyone please help! Or please give me the code! Thanks..

    Just you have to change the image URL link that will display your background elements in HTML. If you want any more information than you have to search on internet that give you best result for change background.
