Nofollow a redirection?

My site was hit by Googles last update, and I got a links notice.

I have decided to go it again, with a new domain without no redirection.

But, I want to have some sort of redirection to forward my traffic, as Google is not my only source of traffic.
I don't want to do a 301, because this will pass the penalty, and I am just reading about how a meta refresh is also seen as a 301 or a 302.

How can I send my traffic to my new site without a follow from any bot?

I have moved my site, and dont care about each url going to each url, but just all to my index is fine.

Should I create for my old domain a html meta refresh, then 301 all the urls to send traffic to that html page, that sends the traffic to my new site, then block that page in robots? can bots read robots if I am doing a htacess to all one page?

is there any other way to do it?
I dont want the bots passing from the old domain to new at all.
