Stopping Data Transfer From Server

I have a Canada Based Web Server. I want to give access to some one to this server to Edit and Modify codes. But I want to Block Data Transfer in any Form, even he should be unable to Transfer Data to some Online Medium, Complete Stoppage of Data transfer.

Although Data Download can be Permissible.

    that doesn't make sense.. and as for your answer: impossible.
    This is about code, code is text.. when you read it you can copy it. When you need to edit code you can always copy it to your local computer and then from there to anywhere.

    I don't think this is possible even if you only give FileManager access via cPanel rather than outright ftp access to update code. Pretty sure that in FileManager you can upload and download files as well as inline code editing.
    You might be better off if you create an addon domain with ftp access only to a certain folder on your server. This will at least stop access to any other files outside that folder, but imposible to completely stop any data transfer while simultaneously uploading and downloading files for edits.

    If you want to work in your server then you must have to give the option to download any of the files from your server.
