      I demo'd one a few years ago (don't recall the name, it was heavily promoted) and the themes it generated were garbage.

    If you are planning to use "softwares" to make WP Themes, then consider looking for some other profession. You won't last long if you are planning to sell themes or service,

    You can easily design unique WordPress theme with Template Toaster. So, where CMS is needed, you can easily use WordPress and can give it a look according to client's requirement.It generates PHP and HTML itself and bind it as WordPress theme.

    You might want to try iThemes Builder as well. That's good for making responsive themes and a bit easier for customization of the CSS than Artisteer. There's also Thesis, but I've not tried it out yet.
