Web Based Design Platform - Potential for hiring

I am creating a product for a specific niche market which will include a range of "Done-For-You" materials including leaflets, business cards and flyers.
The idea is there will be a library of 5-10 designs to begin with and there will be a handful of editable areas (e.g. business name, address, contact number).
The fonts will remain locked but the user should be able to click onto the flyer/business card design and type their details and save it onto their hard drive/save it to a members area of theirs.
I need the final output to be in a format a printing company will be able to use so both PSD and PDF I would assume.
The question is, how do I integrate this type of design functionality into the site? The budget is limited until launch so I want the solution to be ecoomical if possible.
Can we build this ourselves? Do we need to integrate with another platform via an API? Basically, what options do I have to do this?
Any and all help appreciated and as mentioned if a particular solution is appealing I would be happy to hire the warrior who suggests it/is qualified to do the work.
