Searching for question bank software

I'm in the process of creating a question bank (ie. 1500-2000 multiple choice questions) that I want to make accessible as a membership/subscription based product for students who are studying for a particular medical exam. I've been searching and can't seem to find a solid piece of software that will allow me to operate a question bank of this nature. Please allow me to describe briefly what I need in terms of functionality so that you can perhaps recommend something that you may know of that can work.
Description of what I need: I need to be able to send paying customers to a site that will allow them to create a username and password, then give them access to all of the questions, and that will allow them to create small tests with mixtures of different categories, etc. So essentially they login at their desire, choose how many questions they want to go through, and that's it.
Any suggestions will be greatly appreciated!
