Are 301 redirects still working properly for you?

I have this client that didn't rank well (page 20-30 and some not in top 500), seems the domain had some bad history, though it didn't seem caused by historical links but it was a popular EMD type of name so who knows what happened, maybe some auto generated site or cloaked in the past or it was part of a network or whatever, it had like 3 drops and changed IP's over a dozen times so I suspect some heavy penalty that never got lifted,

Anyway I suggested to buy a new domain and to setup a 301 redirect from the old one to pass on the juice. It has been 3 weeks now and it still doesn't rank anywhere in the top 500.

Anyone having similar experiences lately?

Yes,301 redirect code is neccessary.It is part of ON page SEO.

Why you redirecting penalize site to your new domain? Start new link building.

  I suspect a Panda based or other type of historic penalty doesn't transfer through a 301, could be wrong though.
  
  I have pretty poor experiences with just moving a site to a new domain without a redirect as Google seems to treat the previous domain as the original one and thus the new sites ranks more poor.
  
  Only solution would be to start a whole new site, with new content on a new domain if this doesn't work.

Yes , It really works but it need some time to pass the link juice .
A 301 redirect is a command used to tell the search engines that a page has permanently moved, and that you want them to index the new page and drop the old one from their index.

Im my experience penalties are transfered after some time, the 301 is just a temporary solution
