Google Updates - Country Time Frames Question

Hi Guys
Just looking for some information if anyone knows, im curious to know what sort of time lapses their are from country to country during a google update, say for instance if penguin rolled out tomarrow, does each country see the updates at the same time, or does it take a little longer to reach the likes of the uk? as opposed to the usa who would see them first
Odd sort of question i know but like i say just curious about that
