SEO and Moneyss. Does they give you an advantage?

Hi warriorforum,
I have some questions to propose you and I really would appreciate to see some good answers.
I go straight to the point.
The questions are :
1 Question- Does doing SEO with a bigger amount of money gives me an advantage compared to my competitors? I explain this question in detail. I'm currently finding local businesses which needs to get online and to make myself sure about what are the most researched keywords I use market samurai to analyze the traffic volumes.
Once I find the words with the best volumes (and competition) I would like to know if it's possible to get to a particular position in google without spending high amount of moneys on SEO.
I'll give you an example. Let's suppose I would like to get in the first place with the keyword "Ristoranti Torino" in google. (it means "Turin Restaurants", Turin is where I live).
What am I supposed to do to beat the restaurant positioned in the first places?

With Wordpress I usually :
-Set up Wordpress Yoast as plugin.
-Set up the SEO title, meta description, main keywords and so on.
-Do some backlinks in general sites (such as yahoo answer by creating a question which I answer myself with another account) or maybe Turin blogs.
-Uploading google and bing sitemap.
-Put the company on google place.

Without wordpress I instead follow this steps :

I also start ppc campaign over facebook and adwords (which requires money).

But the main question still remain "how can I let a company be between the first results for a particular keyword?" Do I need high amount of cash to do that?

2 Question - What is exactly the keyword density? In the link above (about the main SEO tricks) it shows that field : http://puu.sh/cbI9Z/b037b3da3b.png . What does it mean exactly?Does it means that I don't have to use the same word for more than x times? Does it refers to all words or just the keywords which I am focusing on?

    Most of SEO practicians forget that any website and published content needs to be curated.

    No, it is not a good guide. It will probably get you into trouble without further understanding.

    Forget about keyword density.

    You will need backlinks to rank your site at the top of Google. How expensive that is will depend on how competitive the terms you are trying to rank for are. In some niches, and for some keywords, it is very expensive. For less competitive terms and niches, then not so much.

    The amount of money you will need depends on the keyword you are trying to rank for. Keywords with high competition will require a higher sum of money and vice-versa.

    Ignore keyword density and write naturally. Keyword density is no longer a ranking factor and can actually hurt your site as it can lead to keyword stuffing.

      Got it. But what I am not getting is : "Why should I need money?" To hire someone to manually go to directory submission and backlink creation? Am I right?
