If I did keyword research, and opened a blog about weight loss for example, to promote my blog I need to send backlinks to every page on my site, or only to the home page ?

Most backlinks goes to the home page that is if there is something worthy you want people to see when it's ranked.

For the pages simply backlink the most vital ones.

But if I want to rank a site with 20 keywords with 20 pages, It's enough to send backlinks to the home page?

In fact, it can be quite an overwhelming undertaking to build links to every page of your site particular if that site has lot of content. I would suggest you to focus on few pages for better results. Because when building links to a large number of pages that would drastically dilute the ranking impact.

Neither of those two examples are optimized.

My advice is look at building a silo structured site & optimize both internal & external links to get more bang for your buck (long term).

My guess also is you don't need 20 pages for 20 keywords. Every keyword does not necessarily need its own page.
