Multiple locations - one business. Best practise?

I am familiar with basic SEO however, I am struggling to find the best solution for a site I am working on.

It's a mobile business which covers about 7 locations (all located near each other). What we need is for the business to rank in these 7 areas in Google etc.

They did want to have a completely separate website for each area, with the same theme and content (slightly changed for each site). I thought this wasn't perhaps cost effective though as they would end up with 7+ websites.

I thought making one website, perhaps with location pages would be a good idea. However, as the business does not have an 'actual' address in these locations, I can't provide an address or add to Google places. Also, it's nearly impossible for me to give keyword rich content for the location pages without duplicating everything already on the website.

Can any one offer any advice?

Could I point multiple domains to this site without affecting SEO? Would this help rank in the 7 locations?

They currently have one main domain which the one main site is on. They also have another domain for one of the areas they work in for example www.service-in-example-area.com

Any thoughts would be appreciated :-)

    I would suggest creating seperate landing pages, each page optimised for a specific locaiton.

    Title, H1, H2, meta descriptions, content, using location specific keywords etc.
