Hi there!
I'm working for a landscaping company with multiple offices all over the big metro area and I made a whole website targeting metro area name + type of job (Seattle Retaining walls, Seattle Landscape Design, etc) with over 100 pages like this. I also made specific pages for small cities like "Tacoma Landscaping" and made local citations for these pages.
This is pretty much classic model for local service company with multiple offices.

Right now I'm trying to figure out silo structures and I think that I can benefit from it by creating silos with "city name + Landscaping" and create 50-100 pages under each silo like

Silo #1 Seattle Landscaping
Page - Seattle Landscape Design
Page - Seattle Landscape Miantenance
Page - Seattle Retaining Walls, etc
Page - Seattle paving Contractor

Silo #2 Tacoma Landscaping
Page - Tacoma Retaining Walls
Page - Tacoma paving Contractor
.......

What do you think? Or silo "Landscaping" is not relevant enough to "Retaining Walls" and "paving stones"?
How many Silos can I make? Could it be 10-15? Would big amount of pages with almost similar titles but different content will work for google?

    Break each one of those keywords down into their own silos.

    Example silo/URL site structure for the keyword Seattle Landscaping:
    • domain.com
      • domain.com/seattle-landscaping
        • domain.com/seattle-landscaping/10-best-landscaping-ideas
        • domain.com/seattle-landscaping/easy-landscaping-ideas
        • domain.com/seattle-landscaping/low-maintenance-landscaping-ideas
        • domain.com/seattle-landscaping/how-much-does-landscaping-cost
        • etc...

    On each supporting page use the exact keyword anchor-text pointing back to the main silo page that your trying to rank in Google SERPs.

    Build quality external links pointing at both the main silo page & supporting pages as needed. Some keywords can get by with only a handful of external links, just depends on how tough the SERP competition is for each keyword.

    If you want to get creative go to Yelp & search for Seattle neighborhoods (hxxp://www.yelp.com/c/seattle/landscaping) & target those GEO location keywords. Google knows those neighborhoods (below) are located in Seattle.

        If you pull those supporting pages off right & make the content very useful for traffic but at the same time stress how a professional landscaping business can do the work faster than a homeowner or business owner you could still generate organic backlinks (aim for local organic links If possible).

        Example, say for instance one of your silos promotes DIY tips for fertilizing a lawn, those same people might be interested in having a retaining wall installed, or a patio installed which isn't an easy task for a homeowner. Basically upsell the people browsing your free tips content (silo supporting pages). My point is most people can do the easy work so use that as a way to draw in niche related traffic & then sell your services.

        The DIY pages will generate more organic links than the paid service pages, so use those supporting pages to boost (internal links) your local service pages in Google SERPs.

        Only have DIY pages for the easy stuff, like fertilizing a lawn, don't have DIY pages for the money sub-niches like installing a patio, retaining wall, etc...

        Promote your DIY pages on local sites, which again will be used to help rank your paid service pages.

        Obviously aim to keep as much traffic local as possible, since your a local business.
