Indexing paid for backlinks

I have been buying some link building in the blog comment, gov and edu, profiles, etc categories.
For the people who have offered indexing as part of their service I have requested that they not do it. Others don't offer indexing at all.

Here is the problem:
These links are not showing up in Moz or Majestic.

The lowest PR (actual page PR) has been 3 and a the others are all on sites with both PR and DA. Why aren't they showing up.

I have both GSA-SER and Scrapebox. With GSA I have just ticked the indexer option and let it run. I can't figure out how to do it with Scrapebox and there is a ton of tutorials out there. (maybe I was just tired last night).
Can someone recommed a good tool, or a SB tutorial or anything that might get Google to give me credit for my link building efforts.

Additional:
I ran across a post that said sometimes these links will never get indexed because they have a no-index instruction. Maybe that is why the links are DoFollow and on high PR pages, because all the links on them are not counted.
That was just a thought. Can someone offer some guidance.

    Next time you want to purchase links, let them run your links through an indexer tool if it's part of their service.

    The links you got are not on pages containing the 'noindex' tag. They can be indexed if you use the right indexing tool, but Google won't index all of them.
