Did anyone notice when the new features on Google came out.
You can modifiy search results - unfortunately only for yourself.

Yes, this option is availabe when you are logged into the Google network. Also, you can check the 'show options' link on the top for some other SERPs tweaking, for yourself.

Yes, I've noticed that a couple of months back. I actually discovered it by mistake... was curious about the "new" arrow so I clicked on it

even though its a nice feature, do yo think google will allow just any person to get to the top of its search engine without satisfying all the conditions? that is unfair for people out there sweating it out on their computers, satifying google's conditions and providing value to people using google to search for information. Anyway, lets wait and see what happen.

Ya, I have noticed it, that is one good feature from google, but if you logged out, that will disappear.... if that is counted by google as a vote, that will be a good news for internet guys, is it? :p

I think more ppl that up your site - the further up it goes in the SERPs. I'm only guessing though - kinda like a Digg site or something.

This is only when you are logged into your account. Doing so really doesn't do anything for your SEO. Dan Theis of Stompernet already stomped on this topic months ago.

Yes you are right. This doesn't do anything with regards to your site's SEO or ranking. This only applies to your own personal usage.

Example: I can move up a favorite site to the very top of the list.
