Local SEO Site Sturcture For Multiple Cities: How-To

If I wanted to create a website that targets uuuummm, lets say as an example hair transplant surgeons in multiple cities. Am I right in thinking I could set the website up in the following manner..

besthairplantsurgeons.net
besthairplantsurgeons.net/hair-plant-surgeons-chicago
besthairplantsurgeons.net/hair-plant-surgeons-denver
besthairplantsurgeons.net/hair-plant-surgeons-dallas
besthairplantsurgeons.net/hair-plant-surgeons-san-francisco
besthairplantsurgeons.net/hair-plant-surgeons-san-diego

and on and on...

or would it be better to do something like this..

besthariplantsurgeonChicago.com
besthariplantsurgeonChicago.com/hair-plant-surgeon-suburb-of-city

For the first example, I would want to rank each page for its city and then target hair plant surgeons in those cities to list them on that page, probably just one surgeon per page giving them exclusivity for their city maybe at a monthly fee.

for the second example, rent out the whole site to one surgeon..

Do you have any advice or best practices you can share when it comes to site structure for local seo in multiple cities?

    Personally, I like the first option because it allows you to charge multiple surgeons from one site, thus getting the most bang for your buck.

    I am currently building out two sites, one for local plumbers and one for local dentists.

    My personal approach is to build a brand site "localplumbers.com" grow its PR (page rank) with linking strategies and then develop internal pages "localplumbers.com/Top-Westchester-NY-Emergency-plumber" that rank with on page SEO for specific search terms.

    I then rent out the inner pages to local service providers based on geographic area. I have one plumber who has the entire county which includes 52 towns/cities.

    I found the initial site layout takes a bit of time (primarily due to procrastination ) ) but the local keyword research is pretty quick. With the right tools its easy to build out the pages quickly.
