What do you all think? It seems like no one knows for sure and possibly Google is having issues evaluating negative seo attacks.

They are not having issues evaluating negative SEO attacks. They don't care.

And nobody is going to be able to give you an answer to your question. You just have to wait until the next update.

The serps for most people work just fine. As long as that is the case Google will not care if a site here or there is taken out by negative SEO

Even if so there seems to be more than usual ups and downs happening now on Google -

I've seen it with my site - a few days ago it was getting traffic as if it's Penguin penalty had been lowered and then it reverted back for some reason. It seems like they are testing out something at Google.

I think we'll see another update just after Matt Cutts return, just like last time. Vacation, team works on Penguin. Then Matt returns, reviews the results for a few weeks and then pushes out the update.

Google updates its algorithms on daily basis. What they announce though is just the stuff that they wish us to know about. You can't possibly know how frequent the updates are or what measures Google is taking to combat negative SEO.

Generally though, the disavow tool seems to work bit better than before which is a positive thing.

About the Penguin update, Google usually updates it 1 - 2 times yearly.

If it does come down to a monthly refresh my only hope is that links start showing up immediately on GWT so that bad links from NSEO attacks can be disavowed quickly. But then the disavow tool needs to take effect immediately as well.

It will be a disaster if this does not happen!

Of course, it has been happening for over 3yrs as the rampup has been so slow that small business who work on faster cycles never noticed. Now they are noticing, the update speed and severity will now overtake small businesses ability to react, Google are 20x more efficient with their automation.
