    You say top authority but all your 2.0s will be weak sub-domain pages.

    Don't create a link wheel. Just create the web 2.0 links and build tier 2 and tier 3 links. Google 'tiered link building' If you want to learn more about how it works or just search in the forum.

    I don't recommend you to create web 2.0 link wheels from the start. It is an old SEO technique that is no longer giving good results. You can create relevant web 2.0 properties but don't link them together in a wheel-shaped way.
