Best Display network for small publishers?

I have a wallpaper and android site which separately has more than 7000 page views.

wallpaper site - 8000 page views
android site - 7000 page views

What are the best display networks for me beside Google adsense/ media net. I want a display network which pays on paypal and threshold is low. Help please.

    That's a low paying niche for Adsense, you would be better off selling phones & phone accessories.

    Maybe even create a bundle of premium wallpapers to sell & use Paypal as the checkout.

    I'm also in the download niche (not wallpapers).

    I have tried Amazon but it says that I need to sign up for 5 countries individually which is really time wasting. I don't know why Amazon can't allow one ID to grab all countries sale.
