The confusion around the PR of sites?

There seems to be some general confusion surrounding Page Rank and sites when I read different stuff online.

1) If I get a link from a low PR webpage that is a high PR website will that give much link value? (I read differing opinions about this all the time)

2) Will having too many outbound links drain your page rank from that page? (ie is your page rank largely decided by your ratio of incoming to outgoing links)

    if you gather some backlinks from pages with higher pageranks google evaluates them more valuable as the ones from pages with lower pageranks.
    so basically they influence the increase of your pagerank more than sites with a lower pagerank

      page rank refers only to "pages", not to site. It's common to hear "the site is a PR6...but in fact it's the index page on that site that is PR6, not the site itself. On established authority sites, many pages on the site may have decent PR but it will be based on the page itself, not the site.

      However, don't over analyze it. More than likely a site with a PR5 or PR6 also has a good position in google and the pages on that site may draw more traffic even if the page where the link resides is not such a high PR.

        So basically you are saying that your rankings are only influenced by the page rank of the webpage you are linking from and the index page is irrelevant?

        However where traffic is concerned even if the inner page has lower page rank it is still likely to bring traffic if it is a well established site with a high PR for the index page.
