what someone at g00gle forums wrote on a neg seo attack

The Google Page Rank calculation is complex math but the one important factor that is absolute fundamental to the calculation... Google must find and count the link as being valid. If the site is removed from the Google index, it is also removed from the calculation of Page Rank and therefore can neither help nor assist the site owner.
So ahrefs is reporting the sites as found. That DOES NOT mean the sites are new. Or maybe they are new, because the scam site owner thinks he is got a live sucker on the hook. Again, doesn't matter because GOOGLE WILL NOT INDEX THOSE SITES.
And even if Google does index the sites, which is not happening but lets play along and say it does happen, Google is NOT going to count those links against you for the simple reason that the site accepts payments for publishing the links. Boom. Links removed from the Page Rank calculations and no harm is done.
If you want to disavow the links, great, do it. But don't get fixated on crap."
What do you think? Does Google have ways of spotting a negative seo solicitation attack such as 120 links pointing to the same web site showing up overnight?
Thanks
