Does Google have filters for neg seo?

Do you think Google has filters for negative seo?

For example over night a site gets tons of directory backlinks do you think they have filters to evaluate neg seo vs. self made links?

Also what if one disavows before Google picks up the links - does that suggest to Google the web owner doesn't associate with the links?

    If they had a filter, negative SEO wouldn't work.

    That would seem kind of short sighted to not have a plan for it. In a Google hangout John Mueller said they can pick up some thing like if someone gets tons of links overnight. Maybe they can filter out negative SEO that isn't done too cleverly, such as over a period of time, etc..

    Google probably do have "filters" for negative SEO .... they just probably not working too well.
