There is no assurance that you will rank higher in SERP after submitting some link in GWT disavow. They provide this tool to help webmasters to clean what they think bad links for their websites.

But if you really sure what are the spam and useless links then it's worth to submit.

All it means is telling google you do not claim responsibility for certain backlinks so they disregard them.

The disavow tool is meant for disowning backlinks you no longer want your site associated with. If you disavow or remove a lot of spam links, your site could drop if those spam links are providing the majority of the link juice keeping your site in its current position.

That makes no sense..google is ranking you because of spam links....and in the
same breath tells you to remove them? Fat chance if I ever do that...

The disavow tool was developed to give webmasters something to do...keeps the
heat off, perhaps, off of the flame emails and support inquiries...they could
easily tell you to jump in the lake 7 times. A false sense of doing something
constructive without it actually doing anything meaningful in the real world.

With nofollow and disavow, google has turned over spam detection and elimination
        to silly webmasters.

The disavow tool is a sham. It isn't there to help you but to help Google make their algorithm better. That's it.

If you want to disown links you need to get them removed, no other way around it.

Disavow link tool helps in removing low quality and spam links not high quality links. When low quality links will get removed from your website and high quality links will remain in your website then it will obviously help in improving your ranking in SERP.

Disavowing is more like telling Google not to count those links while ranking you over the SERPs, you say to google that I am not the one going to take the responsibility of that links created over the domain!

Disavow Links Tool. Google's link disavowal tool allows publishers to tell Google that they don't want certain links from external sites to be considered as part of Google's system of counting links to rank web sites.

Holy spambots everywhere, what's happening in these threads lately. Clearly people are just posting nonsense since they are suggesting the disavow tool.
