The "Walled Garden"--Why would someone do this?

A group of related sites link only to each other and don't seek links from anyone else.

Is there ever a good reason to do this?

    It's a private link network & they don't care about the rest of net?

    I rarely link to domains I don't own, the few I do link are same niche domains (not just same niche pages).

    Keeps the link juice within. I saw a network of web 2.0 blogs ranking and linking only to themselves back in 2011. It worked then so I wouldn't be surprised if it still worked now.
