They can be used, but you are going to lose money. It will cost far more to bring the traffic than you will ever make off of AdSense.

Many people are under the impression that google does not like paid
traffic. This is because they don't read what google publishes, and
just parrot some guru who parroted someone else.

Google freely allows paid traffic. Of course they have warnings. But
the warnings are logical. If you insist on sending idiotic, no-brainer
traffic to your site, paid or otherwise, you are a loser. So it makes
no difference whether it's paid or not.

Adwords is just about the best paid traffic on the planet.

In fact, google will regularly send you adwords coupons and tell
you to use them WITH your adsense sites. Go figure.

I have done this a couple of times, but only the way google
recommended that I do it. Every time they sent me an adwords
coupon, they had details of how I should use it.

They said I should use it on my blogspot blogs to get more followers.
Notice they did not say use them to make a ton of cash, but to
      build on the future.

When I tried it, I spent the first half of the money tweaking, the
      second half running good ads.

I made back in adsense exactly what the cost of the adwords coupon
was. It did not cost me a cent, and yes, I probably got a few
more subscribers, bookmarks, etc. I also think if I went further with
the campaigns, I could have squeaked out a small profit.

But I went back to doing my regular thing.

The bottom line is, using adwords and adsense is probably a wash in
      "adsense" regards.

But google has also published other articles in the past on how to
do the other way. That is, why not put adsense on your adwords sites?

If you are selling a product or service, not every visitor is going to buy.
But they just might click an ad. So you have a chance at making money
from the non-buyers. That's probably why amazon.com runs third
      party ads.

In short, google has published at least two ways to use adsense and
      adwords.

First to get more interest and spread you brand. Second to pad your
online income when a sale is not made. They never tell you that you
will make loads of cash from adsense clicks from adwords.

Red section? Google tells many adsense users to USE ADWORDS!

Anyone blindly answering this....take a gander at my post above..please.

It would clear up a lot of smoke from what probably is from some drug induced haze.

Repeat: There is nothing wrong with simply buying traffic to an adsense site.

Read what google publishes without the crack pipe.

You can use both to drive traffic. That is pretty much obvious. When it comes to the rules, I say you look further on Google Adsense or bing ads. They all have it noted there (if what you meant by rules are the do's and don'ts on advertising on their sites).

You are going to need some internet marketing skills to ensure you get your ads in the first page of these sites. The thing about this is that it is paid. You pay to get traffic. However, it's not always a guarantee if you appear on the first page of the Google or bing. And, if your ad does appear, it's not always a guarantee that it's going to be clicked. And even if it's clicked, it's not a guarantee that such visitor would buy whatever you are offering.

These are just some of the important things you have to consider when you opt for paid advertising. It can be very costly. But if done right and you are gaining profits, it should be worth the investment.
