how does webpage dedicate to a region/country

It seems my question are most likely can be answered by SEO people.
was wondering if anyone can help me answer this question so I know what I need to start a website.
Question: how does webpage dedicate to a region/country?
examples are.. when I type 'www.kogan.com' the website redirect me to 'www.kogan.com/au' because I am in Australia.
and when I traveled to UK, and type 'www.kogan.com' it redirect me to 'www.kogan.com/uk'
So,
Question 2 - does anybody know type of engine/special trick the developer used to enable that?
Question 3 - Did the developer only create the main page with code that redirects the visitors to the /au or /uk page according to their IP? So what about SEO keywords/ page content? or Page rank benefits? because the way I see the main page (www.kogan.com), it doesn't exist.
Obviously that website has a multi-millions in annual sales, I don't care about that. I just need to know how they did their website and make it function like that? because I want my website to have the same function and benefits. If I gain a bit more knowledge, I can ask the right question to my website developer and get the right expectation.
