Searching number of people viewing in Google Keywords : Exact or Board match type?

Dear all,
Would appreciate someone can clarify regarding this.
Understand that using quote to check the actual number of people using the certain keyword for Anchor Text.
what about looking at the number of people typing this keyword? For Match Type search, Do we choose Exact, Board or even Phase to check the correct amount of people looking at it?
I was thinking that Exact should be the correct match type we choose as we are targeting the keyword for SEO?
But because there's a big different between 'Exact' and 'Board' monthly Search.
Would appreciate someone can help me out on this whether choosing Exact match type is correct?
