Swapping Links

I want to get this settled once and for all. Is swapping links good or bad? I heard so many answers to this.

What is I swap w/ someone and put a "noFollow" on his link? Therefore, that would stop the bot from going to his site. But then, I would tick the other webmaster off. What do you guys think?

    Reciprocal links are of little value, and this has now been established quite well. It was a great technique 8 years ago...

    The nofollow question is a moot point, because you should not do reciprocal links excepting where they are entirely natural, ie. both sites are important in their niche and why wouldn't they interlink? But this would account for maybe 1% of your links.

    Get links coming in, and only link out when it makes good sense to do so.
