    No, it's not violating any Google webmaster guidelines but I suggest you, try social bookmarking for 2nd tier link building and use web 2.0 for 1st tier link building.

    I don't suggest you to use social bookmarking as tier 1. Use tier 1 only manually backlinks from article directories, web2.0 and PBN.

    In my opinion, social bookmarking backlink is not spammy..But we can't use it as main backlinks especially at high competition..Like what other people say above..web 2, guest post, etc would be more valuable to get backlinks...
