I am seeing pages with PR of 1-4 with zero backlinks.

I am seeing pages with PR of 1-4 with zero backlinks. Does this mean that the PageRank algorithm takes into consideration more than just back links? If so what else could be making it rank so high if not for back links? Social signals? Really good onpage SEO?

    Keep in mind that Google also considers the links from other pages on the website itself to pass on link juice, to some extent.

    One time I put a ~100 page niche website up online all at once and within like 2 weeks the home page was PR3 even though I hadn't built any links to the site yet and it had almost no traffic.

    It's true that links from the same domain will still pass juice and can still get your some PR... At the same time, Google did it's last PR update sometime around a year ago. Sites could have had links back then and since lost them, especially if the domain is no longer developed or expired.

    The public PR data has not been updated in about 18 months. Anything you are seeing could be completely wrong. You might be looking at what are in reality PR 0 pages.

    Second, no PR checker out there finds all of the links to a website. All it takes is one good link from a PR 5 or PR 6 page to give a page a PR 4. The PR might be accurate. The link checkers might just be off.
