Discussion forum keyword content

Actually, I have another theoretic question for you all. Supposedly (since no one outside of Google really knows exactly what they search for) one aspect of SEO keywords is one lengthy (maybe a 3 word phrase) repeated many times. If a website has huge discussion forums, the odds of that keyword phrase popping up again and again are good, since the discussion, and the keyword phrase, revolve around the main idea of the site. This would only increase the chances of a better indexing, right?

Or is the belief that Google doesn't include discussion forums as part of the website? If the previous is the case, how in the world would would small time sites ever compete with established ones?

    They index every site even discussions. (Not for spam content)

    Build your small site to established one. It make take time but its worth.
